About PAL Management
Para Africa is governed by a Board of Directors comprising five reputable and experienced members, supported by an appointed Managing Director who serves as the Board Secretary. The Managing Director is responsible for overseeing the strategic and policy direction of the company, while managing day-to-day operations in collaboration with other professional staff.

Dr. Daud N. Mollel
Dr. Daud N. Mollel is the Managing Director of Para Africa Limited and a seasoned academic, researcher, and business consultant with over 20 years of professional experience. He holds a PhD in Entrepreneurship from Kenyatta University, an MBA in Corporate Management from Mzumbe University, and an Advanced Diploma in Marketing from the Institute of Development Management (IDM, Mzumbe).
Dr. Mollel specializes in entrepreneurship, strategic management, marketing, and organizational leadership. He has extensive experience in training, research supervision, and consultancy services across both public and private sectors in Tanzania. His work includes curriculum development, institutional capacity building, and business advisory services.
He has published several scholarly articles and contributed to academic and professional knowledge in areas such as entrepreneurship, knowledge management, and sustainable development. As Managing Director of Para Africa Limited, he provides strategic leadership and oversees consultancy and capacity-building initiatives aimed at enhancing organizational performance and sustainable growth.
Eng. S. J. Chavda
Experience & Activities
Eng. S.J. Chavda Has over 50 years’ experience in construction sector, having overseen, personally, over 300 projects. He has Adjudicated or acted as Arbitrator for numerous disputes; he has also facilitated several Amicable Settlements through Mediation at an early stage of arbitral proceedings.
Adv Payas Moremi
Experience & Activities
Adv. Payas Moremi: is a Doctor to make and a holder of Masters Degree in Laws, with a Post Graduate Diploma in Fitness and Nutrition, where he specialised in Human Anatomy & Physiology and the Science of Exercise studies from UDSM, Life Fitness Academy of UK and The University College of Alison. He has been in the field for more than 25 years, where he worked for Taifa Stars Team with Coach Marcio Maximo as a Fitness Coach, Simba Sports Club, Azam Team, AAR Insurance, Revolution Insurance, Strategis Insurance, NMB Bank, NGOs, and also as the permanent Fitness and Health Trainer at Magomeni SDA Fitness Club
Nebart Mwapwele
Experience & Activities
Mr. Nebart Mwapwele is a seasoned trade economist and business development expert with over 15 years of experience in private sector development, project management, and policy analysis at both national and international levels. He currently serves as a Lead Consultant at Seabreeze (T) Ltd and previously held the position of Executive Director of the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA), where he led strategic planning, policy design, advocacy, and stakeholder engagement initiatives.
He has successfully managed and implemented donor-funded projects supported by institutions such as the European Union, World Bank, and International Trade Centre. Mr. Mwapwele possesses strong expertise in project management, grant administration, value chain analysis, and market systems development, alongside extensive experience in working with SMEs and youth on business development and access to finance.
Academically, he holds a Master’s Degree in International Trade and a Bachelor of Business Administration from the University of Dar es Salaam.
As a Board Member of Para Africa Limited, Mr. Mwapwele brings strategic leadership, policy insight, and a wealth of experience in programme development, partnerships, and private sector growth.
CPA Henry Naiman
CPA Henry Naiman is a distinguished Certified Public Accountant in Public Practice, duly registered with the National Board of Accountants and Auditors (NBAA) as an Associate CPA–PP. He possesses over a decade of extensive professional experience, with a strong specialization in external auditing of public funds and donor-funded programmes.
Mr. Naiman holds a Bachelor of Commerce in Accounting from the University of Dar es Salaam Business School (UDBS). He attained his CPA qualification in May 2011 and was formally registered as an Associate CPA–PP on 26th March 2015. Earlier in his career, he served as an Auditor at the National Audit Office of Tanzania (NAOT), where he gained substantial experience in public sector auditing, financial compliance, and accountability systems.
With a profound understanding of both public and private sector financial environments, CPA Naiman has built a solid reputation in financial accounting, auditing, and taxation. He has successfully led and participated in numerous statutory audits for corporations, government institutions, and non-governmental organizations, particularly those funded by development partners.
As the Board Chairman of Para Africa Limited, Mr. Naiman provides strategic oversight, governance leadership, and fiduciary guidance to the organization. His expertise ensures the highest standards of financial integrity, accountability, and institutional performance, while steering the company toward sustainable growth and excellence in consultancy and capacity-building services
